A program version can be either rights effective or not rights effective. This is determined by the version type. If a version type is rights effective, the program version needs to have a license. If a version type is not rights effective, a license is not needed for this specific program version. Whether a version type is rights effective can be determined in Admin > Edit Parameters > Version type > Rights effective.
