These flags Fixed In and Fixed Out are activated per default. An activated flag informs the cutter of the asset that a cut has to be set at the TCOut of the first segment (e. g. because a fade-to-black would follow). In case the field is deactivated, the cutter can change the cut position in order to find a better position to the cut.
